Quick answer: Before paying any advance for land in Varanasi or Chandauli, check the khatauni (record of rights) on UP Bhulekh, confirm the land use in the master plan (residential, commercial, agricultural or industrial), get the map and layout approval status from VDA or the relevant authority, check UP-RERA registration for plotted colonies, verify road access and boundaries on site, and have a lawyer do a title search. After registry, apply for mutation (dakhil-kharij). See plots and land listings.
Why land deals need extra care
Land is the biggest purchase many families and businesses make, and problems such as unclear title, disputed boundaries, agricultural land sold as residential, or plots in unapproved colonies can cost years and lakhs to fix. Varanasi's growth along the Ring Road, Babatpur airport road, Sarnath and towards Chandauli has created many opportunities, along with the need for careful checks.

Step 1: Check the khatauni and the seller
The khatauni shows who owns the land, its gata (khasra) number and area. It is available online on the UP Bhulekh portal. Make sure:
- The seller's name matches the khatauni, and all co-owners are signing.
- The area and gata number match the sale deed draft.
- There is no remark about government land, ceiling, or court cases.
Also look at earlier sale deeds (the chain of title) for at least the last 12 to 30 years, which a lawyer can trace at the sub-registrar's office.
Step 2: Confirm land use
Land in UP is classified by its use. Agricultural land needs conversion (under the revenue code) for non-agricultural use. Within the Varanasi Development Authority area, the master plan shows whether a site is zoned residential, commercial, industrial or green. Building a shop on residential-zoned land, or a house on land meant for roads, will block map approval. Ask the authority or an architect to check.
Step 3: Map, layout and RERA
For an individual plot, your house map must be approved by VDA (or the Zila Panchayat or other authority outside VDA limits). For a plotted colony, the layout should be approved, and if the land exceeds 500 sq m or more than 8 plots are sold, the project should be registered with UP-RERA. Read VDA vs UP-RERA approved plots.
Step 4: Site visit and boundaries
Visit the plot with the khasra map. Check the actual road width (it affects what you can build and future value), drainage, electricity poles, flood history near the Ganga and Varuna, and whether neighbours agree with the boundaries. A licensed surveyor can mark the plot (paimaish). For commercial land, check frontage, visibility and parking.
Step 5: Encumbrances and dues
Make sure there is no loan on the land (bank or cooperative), no pending litigation and no unpaid dues. An encumbrance search at the sub-registrar's office and an online check of court cases help. Banks' legal teams do this when giving a loan, which is another reason to use a bank loan on large purchases.
Step 6: Price, agreement and registry
Agree the price, payment schedule and possession date in a written agreement to sell. Pay advances by bank transfer, not cash. At registry, pay stamp duty on the higher of the agreed price and the government circle rate, plus the registration fee. Women buyers get a stamp duty concession in UP; confirm current rates on the IGRSUP portal. Both parties and two witnesses appear before the sub-registrar.
Step 7: Mutation (dakhil-kharij)
After registry, apply to the tehsil for mutation so that the khatauni shows your name. Until mutation is done, revenue records still show the seller, which can cause problems later.
Commercial and industrial property
For shops, offices and showrooms, check the commercial map approval, fire NOC requirements and parking. For industrial land, government estates such as Ramnagar Industrial Area are allotted through UPSIDA, and private industrial land needs proper land use. See industrial land, warehouses and factory spaces in Ramnagar and the Ramnagar and Karkhiyaon guide.
