VDA approved vs UP-RERA approved plots in Varanasi: what buyers should check

Land around the airport at Babatpur, the Ring Road and Harhua is some of the most searched property in Varanasi. It is also where buyers most often confuse two very different approvals. Here is what each one means and what to check.

What a VDA approval tells you

The Varanasi Development Authority (VDA) controls building and land use inside its limits. A VDA approved layout or map means the authority has sanctioned the plotting or the building plan: road widths, setbacks, open spaces and land use.

Ask the seller for:

• The sanction letter with its number and date
• The approved layout map showing your plot number
• Confirmation that the land use in the master plan is residential or commercial, as you need

A plot can sit inside a sanctioned colony and still be sold without a clear title. VDA approval is about planning, not ownership.

What UP-RERA registration tells you

The Uttar Pradesh Real Estate Regulatory Authority registers projects sold by developers: plotted townships, apartments and commercial complexes above the size threshold. A UP-RERA number lets you look up the promoter, the approved plans, the completion date and the project's quarterly progress.

Check the number on the UP-RERA portal and match the project name, promoter and location to what the seller tells you. An individual owner selling one plot does not need RERA registration, but a developer selling plots in a township does.

Which one do you need?

• Buying one plot from an individual owner: VDA sanction (inside VDA limits) plus clean title documents
• Buying from a developer's township: UP-RERA registration and the township's approved layout
• Buying a flat: UP-RERA registration of the building project, plus the sanctioned building plan

Before you pay a token amount

• Get the khatauni and sale chain checked by a lawyer
• Visit the site and match the boundaries with the layout map
• Confirm road access width on the ground, not only on paper
• Never pay cash without a written agreement
